Governor Butch Otter is appealing to all Idahoans for help passing legislation for a state based health insurance exchange. Facing opposition from far-right legislators Otter has taken the cause direct to his citizens in a Call to Action campaign with three objectives:

1)  Sign a petition
2)  Call your legislators
3)  E-mail your legislators
